Illegal trading is costing the Algerian economy billions of dinars. Experts from Interpol meeting in Algiers recently confirmed that some of this money is being used to finance terrorism.

The Directorate-General for National Security (DGSN) and Interpol jointly held a seminar in Algiers last Tuesday (May 7th) and Wednesday on the prevention of illegal trading and infringements of intellectual property rights.

Their meeting also specifically focused on the relationship between illegal trading and the financing of organised crime and terrorist groups.

"Illegal trading is a source of concern for us," said Ayhem Yasmina, the Interpol representative of a project against illicit trade.

"Criminal organisations that engage in counterfeiting make astronomical profits which are used to finance other criminal activities, such as drug, human trafficking and international terrorism," he added.

Yasmina recommended that efforts to tackle criminal activities should be co-ordinated.

He pointed out that illegal trading includes counterfeiting, the sale of legal products on the black market and tax evasion.

"Interpol stands ready to support the efforts of the Algerian police by making available to it the organisation's technical resources and database," offered Simoni Di Maio, an Italian police officer involved in the Interpol plan.

As such, participants called for practical arrangements to enable members of the public to report crimes.

DGSN Director-General Major-General Abdelghani Hamel stressed the "determination, enthusiasm and commitment of the Algerian police in the fight against these crimes".

He called on the participants, who travelled from several countries, to "discuss the creation of a system whereby all parties concerned will work together in the fight against the trading of illicit goods and infringements of intellectual property rights".

"However organised the perpetrators of these crimes are, and despite the fact that they operate across borders, they must be tracked down and caught," Hamel said.

The DGSN has made adjustments to the way the judicial police and border police operate. The three forensic police laboratories in Algiers, Oran and Constantine are conducting quality tests to support the work done by DGSN officers in the field, Hamel noted.

These efforts have helped to achieve "encouraging results" as over 180 cases concerning CD and DVD counterfeiting and 30 other cases involving the counterfeiting of cosmetics were dealt with during the first few months of 2013, according to a DGSN document.

Algeria has adopted a number of measures to curb black-market trading. The country introduced a national register of fraudsters, banning offenders from engaging in international trade and tendering for public-sector contracts.

"It is difficult to ascertain the extent of this phenomenon precisely, due to its underground nature and fraudulent practices," commented Trade Minister Mustapha Benbada.

The trade minister estimated the total value of black-market transactions over the past three years at 155 billion dinars (1.51 billion euros).

To curb the problem, the government adopted a number of measures such as boosting the national manufacturing base, stimulating investment in manufacturing and allocating 4 billion dinars (4 million euros) to build new business premises and another 10 billion dinars (10 million euros) to build new market facilities, Benbada added.

Illegal arms trafficking is also a major concern for the Algerian government.

Last November, Algeria warned the UN of the alarming situation in the Sahel region.

Speaking before the UN's First Committee on Disarmament and International Security, the Algerian representative expressed his "concern over the influx of light and small-calibre weapons into the Sahel region from Libyan arms caches, which is contributing to a deterioration of the security situation".

Algeria recommended that developed countries and international organisations such as the UN build the capacities of countries in the Sahel to tackle the illegal trading of light and small-calibre weapons.
