Moratinos threatened Damascus if prevented solution in Lebanon

European diplomatic sources told »al Watan« that the Spanish Foreign Minister Miguel Angel Moratinos told Syrian leaders a strong message that facilitate a solution in Lebanon through failure to intervene or prevent the presidential elections and the formation of a national government, warned that the continuation of their uncooperative and obstructive policy will force (Spain) to take a firm stand on the bilateral relations in multiple fields.

IED incident alarms UNIFIL 2

Suspected militants from the armed wing of the south Lebanese Shi ite Party of God (Hizbul- lah) recently planted a series of improvised explosive devices (IEDs) against a patrol of Spanish troops serving with the bolstered UN Interim Force in Lebanon (UNIFIL 2).

The incident is understood to be the first of its kind since the 14
August 2006 ceasefire, which ended the 34-day conflict between Hiz- bullah and the Israel Defence Force (IDF) in south Lebanon.

The IEDs were planted at the beginning of December, apparently to deter the Spanish battalion from continuing a series of searches for weapons and ammunition belong- ing to Hizbullah stockpiled in caves and bunkers along the eastern sector of the Blue Line.

The searches by the 1,100-strong Spanish battalion have alarmed other UNIFIL 2 contingents who believe that the Spanish are pushing the boundaries of the force s man- date as described in UN Security Council Resolution 1701, risking Hizbullah retaliation. The battalion is drawn from the Spanish Army s elite XIII Legion Brigade.

“We are already watching out for Al-Qaeda and the last thing we need is some gung ho soldiers stir- ring up problems with Hizbullah,” a UNIFIL officer told Jane s on condition of anonymity. According to an internal UNIFIL memo obtained by Jane s,a Spanish platoon, accompanied by a platoon of Lebanese Armed Forces (LAF) troops, spent the night of 5
December close to the Blue Line near Kfar Shuba village facing the Shebaa Farms, a disputed mountain side enclave claimed by Lebanon and occupied by the IDF, and the location of periodic Hizbullah attacks.

The following morning, 300 m from their position, the Spanish troops discovered several trip wire-connected IEDs that had been planted overnight, consisting of three Israeli No. 4 anti-personnel (AP) mines, two Claymore AP mines and one 81 mm mortar shell. The memo noted that the AP mines and IED components were Israeli-anufactured and had been laid “by experts with a lot of technical experience”. They were the first IEDs encountered by UNIFIL since 14 August that were not defensive in nature.

“This situation suggests a change in the threat that UNIFIL may have to face,” the memo concluded. The Spanish battalion called off the searches following the discovery of the IEDs. On 22 January, the joint Spanish battalion-LAF weapon searches resumed in the same area, with several 107 mm Katyusha rockets and 120 mm mortar rounds unearthed and confiscated.

The planting of the IEDs was apparently taken on the initiative of a local Hizbullah commander and was not authorised by the party s military command. Jane s has learned that the commander was subsequently reprimanded by the office of Hiz- bullah s secretary general, Sheikh Hassan Nasrallah, and UNIFIL has been assured that there will be no repetition of such incidents.

A UNIFIL 2 officer told Jane s that the force has seen no evidence of fresh weapons being brought into the UNIFIL 2 area of operations by Hizbullah and that all ordnance discovered so far was in situ before the 14 August ceasefire

"Es el año más exitoso y tranquilo en la frontera con el Líbano que ha tenido Israel desde hace décadas", comenta el teniente coronel Guy Hazut, jefe de la División de la Galilea, encargada de las patrullas, la vigilancia y las operaciones militares israelíes en esta frontera. Nos recibe en una base muy cerca de la línea fronteriza. La tranquilidad es imponente pero engañosa. En cualquier segundo puede convertirse en una vorágine bélica y el 12 de julio de 2006 es una fecha pre-sente en cada piedra y colina de esta zona golpeada por un calor extremo.

Un año después de la traumática guerra de Líbano y del duelo con el grupo chií Hezbolá, Hazut ha recuperado el optimismo: "La guerra desveló muchos fallos en nuestro Ejército, pero la ventaja de un país democrático es que se investiga y quien cometió errores, ya los ha pagado. Nuestra actividad aquí ha cambiado completamente. Antes de la guerra, operábamos lejos de la frontera para evitar roces con los terroristas que estaban a pocos metros de nuestras poblaciones. Ahora, con la presencia de la Fuerza Interina de Naciones Unidas (FINUL) estamos en todas esas zonas próximas a la frontera. A Hezbolá le cuesta más actuar en el sur del Líbano, pese a que tiene capacidad para ello".

La cúpula militar israelí sigue con lupa la misión de la FINUL y los 1.100 soldados de España se llevan gran parte de los elogios. "Las tropas españolas son las más preparadas, profesionales y motivadas", comenta otro destacado oficial sobre el atentado en el sur de Líbano del pasado 24 de junio, que segó la vida de seis españoles. Tras pensárselo bien, responde: "No es casual que la fuerza española, la más efectiva en cumplir la resolución 1.701, fuera la elegida por los terroristas. No es ningún secreto que Hezbolá no veía con buenos ojos la acción de los españoles. ¿Qué pasó tras el atentado? Justo lo que se proponían. Se abrió un debate interno en España sobre la misión en el Líbano. Y esto puede reducir la motivación del soldado, algo muy normal, ya que cuando defiendes tu país, lo haces a cualquier precio, pero si eres enviado a un país lejano, un atentado de este tipo puede bajar tu motivación. Por eso, creo que Hezbolá cometió el atentado".

El teniente coronel Hazut se niega a comentar el ataque y cambia de tema. Toca el frente sirio, reconociendo que la actividad es frenética en los Altos del Golán, ocupados por Israel a Siria en la guerra de 1967. "Sí, es cierto, hemos realizado entrenamientos de gran envergadura, los más grandes en la última década. Pero eso no quiere decir que estamos preparando el inicio de una guerra. Nos entrenamos porque en los últimos años ha habido dejadez como comprobamos en la última contienda", explica.

Al otro lado de la frontera, las fuerzas sirias también se preparan. Desde los puntos de observancia israelíes se enfatiza que los soldados sirios realizan ensayos ante un escenario de defensa y no de ataque. Con la ayuda económica iraní, el presidente Bashar el Assad, continúa a contrarreloj para renovar su Ejército y ya tiene en vista el moderno misil antitanque ruso AT-15. Si estalla la guerra, Siria estima que las primeras medidas de Israel serían un masivo ataque aéreo y una invasión terrestre con decenas de tanques. Un ayudante de Hazut considera "ridícula" la comparación entre los dos países: "Comparar la fortaleza de Israel y Siria es como comparar un Rolls-Royce con un burro". Una frase que Hazut desaprueba, ya que -y él no lo dice- destila la altanería que caracterizó al ex jefe del Estado Mayor, Dan Jalutz, durante la guerra con Hezbolá.

¿Fue quizá un error proclamar como objetivo de la guerra acabar con Hezbolá?, preguntamos. "Como militar no me vale la palabra imposible. Si Israel se lo propone, el Ejército acabará con Hezbolá. Hace un año, no conseguimos golpearles de tal forma que dejara de ser un grupo guerrillero. Le dimos un fuerte golpe pero no definitivo", sentencia el jefe una división que hace poco más de un año estuvo muy presente en el llamado pantano libanés.

Las poblaciones israelíes en la frontera con Líbano han visto en el último año cómo el desempleo se ha reducido en un 3%. El recuerdo del cohete Katiusha queda lejano. El verde paisaje se impone a los negros pronósticos. De momento, ya que la sensación es que la calma reinante es sólo un tiempo muerto, un receso obligado antes del siguiente combate.

Elogios a las tropas españolas en la zona (cosa normal por otra parte) y parece que ellos señalan a Hezbolá como el autor del ataque.

Cluster bomb kills Hezbollah guerrilla in Lebanon

BEIRUT, Lebanon: A Hezbollah member was killed when a cluster bomb left over from last summer's war between the militant group and Israel exploded, Lebanon's National News Agency said Monday.

The agency did not say where or when Mahmoud Ali Mallah, 27, was killed but reported that he died while "performing his Jihad duty." Hezbollah's Al-Manar news Web site said Mallah, who joined the group in 1998, was killed Monday but did not say where.

Mallah's death brings to at least 30 the number of people who have been killed by cluster bomb and land mine explosions in Lebanon since the 34-day war between Israel and Hezbollah ended in a U.N.-brokered cease-fire on Aug. 14, 2006.

The United Nations and human rights groups accuse Israel of dropping about 4 million cluster bomblets during the summer fighting. U.N. ordinance clearing experts say that up to 1 million failed to explode and now endanger civilians.

Two Arrested in Connection with UNIFIL Bombing
Lebanese authorities arrested two persons suspected of involvement in the July 16 bombing of a U.N. peacekeeping patrol in south Lebanon, the daily An Nahar reported Thursday.

It said their detention came after security forces found and seized a "remote control" that had been used and left behind in the roadside bomb that targeted a UNIFIL patrol on Qassmiyeh Bridge near the southern port city of Tyre.

There were no casualties from the attack on the vehicle belonging to the Tanzanian contingent, which was slightly damaged. A preliminary investigation showed that the two detainees were Palestinians with links to Jund al-Sham, An Nahar said.

It said authorities were still hunting for a third suspect. Information obtained by An Nahar revealed that immediate investigation of a Fatah al-Islam member arrested on Wednesday as he tried to escape the Palestinian refugee camp of Nahr al-Bared by sea was labeled "very important."

The daily identified the captive as Abu Omar al-Attar, a Palestinian. It said Attar made "significant" confessions about Fatah al-Islam, saying they are "near collapse."

Attar also uncovered that Fatah al-Islam leader Shaker Abssi was still alive, standing side by side with his comrades.

Las FAS libanesas han capturado a 4 miembros de Fatah al Islam, entre ellos su portavoz, Mohamad Sala Derwewi @ Abu Salim Taha.

Fueron cazados en Terbol, cuando intentaban meterse en el campo de palestinos de Bedawi.

Los otros tres capturados serían:
