las empresas que se encarguen de la externalizacion de funciones militares sean mercenarios, a menos que queramos ignorar la existencia de PMC fuera del ambito occidental y democrático.
Fuera de occidente vale, pero ¿democrático? ¿no democrático? ¿A dónde quieres llegar? O hay unas bases, unas reglas de juego a nivel internacional, donde esté clara la línea para la utilización de este tipo de empresas, con unas leyes muy estrictas de utilización, o será un fracaso total.

Lo que hacían las FAS libias era atacar a población civil, ¿para qué contratar una PMC? Contratarlas en un país occidental no creo, y un país que pueda ser presionado por un país occidental, tampoco lo creo. ¿Qué empresa se arriesga a contratar PMC's tal como las conocemos para que la OTAN le tire pepinos encima?

Creo que no ha sido el mejor ejemplo.

A veces el mejor contratista no es el que dispara mejor, sino el que consigue que el poblado de al lado deje de vender opio gracias a que consiguen producir otros cultivos :wink:

During the visit coalition SOF met with farmers and Afghan Local Police working in the district and provided a Farmer Tool Repair Clinic at Talawka village.

“This clinic provided a great opportunity to discuss agricultural issues and trends which pertain to the local area. It is estimated that an Afghan farmer loses up to 10% of his profit by hiring out the thrashing of his crops,” said a member of the coalition Special Operations Forces task force.

The agricultural advisor for the coalition SOF task force offered advice to the group of farmers on issues to include the cloudiness of the water and problems with irrigation. He also explained the basic mechanics of well operations and repair, and harvesting techniques, such as crop rotation.

“Afghan farmers often plant the same crop repeatedly in the same fields,” the advisor said.

During the Farmer Tool Repair Clinic, farmers brought many of their broken implements for repair. A majority of the attendees brought their damaged wheelbarrows for repair.

While the farmers waited for their tools to be repaired, the coalition SOF team and agricultural advisor engaged them in discussion of their issues.

“This is a great opportunity to learn methods to improving our crop production,” said a local farmer. “I am also thankful for the assistance with repairing our equipment.”

The coalition Special Operations Task Force plans to use the feedback from the local farmers to help the local and district leadership build a comprehensive agricultural development plan.

Para mi ya hace tiempo que es el camino... conocimiento antropologico de con el que te juegas los "euros" y una mezcla de determinacion (y mano dura si es necesario) + soluciones reales para la gente.

La tonteria de dar dinero por armas y poner la escuela de español y ya esta (resumiendo) no va a ningun lado, se tiene que tocar otros aspectos mas globales porque hay mucha diversidad tribal en Afghanistan, por ejemplo.
Aqui la mentalidad empresarial tiene mucho que decir, es decir, trabajar en funcion de resultados y eso politicamente a veces no se entiende, es mas importante y necesario trabajar cara a la galeria, aunque no se sea efectivo.

[b]Advisor surveys land in Shindand district for agricultural capacity[/b] escribió:HERAT PROVINCE, Afghanistan (Courtesy of CJSOFT-A Media Center, Aug. 29, 2011) – An agricultural advisor, working with coalition Special Operations Forces, conducted a site survey near the Bakhtabad and Sanawghan villages, Shindand district, Aug. 10.

The survey was aimed at identifying specific needs of farmers in the area and what irrigation methods in the Zerekoh Valley were required to enhance the agricultural production.

Farmers in the area told the agricultural advisor and SOF team members obtaining adequate water for their fields is their primary concern.

Many of the karezes, which are water management systems used to provide reliable water sources in the area, are managed and shared by multiple villages, which limits the amount water each farmer is allotted.

In addition, local farmers claimed the karezes needed to be cleaned, which would require the assistance of Afghan National Security Forces and SOF team members.

A culvert near the village of Alliabad was also brought to the attention of the agricultural advisor and SOF team members as a potential problem. The farmers disputed the placement of the culvert and the potential for floods in the future.

The team surveyed the culvert, which is located near a main highway, and determined the culvert has no negative effect on the karez.

“The design of the karez may in fact reduce the risk of flooding in the Alliabad village,” said the agricultural advisor. “It may even reduce the risk of flood damage to the road.”

After completing the site survey, the team thanked the farmers for providing them with information about how the Government of Afghanistan can continue to provide support to its citizens and promote further growth and development.

The agricultural advisor will finalize his assessment and work with SOF team members and village elders to designate projects in the area to help agricultural growth in the district.

Curiosa esta imagen con una funda antihurto en el pecho, parece ser una Blackhawk, para uso urbano en temas policiales es útil, pero en campo abierto peligra ya que por introducción de polvo, arena puede que el mecanismo se atasque por lo que no es nada recomendable.
