...el pasado 1 de octubre de 2010 en el 15º periodo de sesiones del Consejo de Derechos Humanos de la ONU se creó un Grupo de trabajo para tratar de regular las PMCs, ... y curiosamente España votó en contra (junto con EEUU, Reino Unido, Francia, Polonia, etc). Aquí en enlace a la propuesta de formación del Grupo (aparece en las páginas 15 y 16, figura quien votó y el sentido del voto):

No es un libro, pero es de los pocos cursos específicos sobre el tema desde un punto de vista del Derecho Internacional, eso sí... solo si os lo pagan y pilláis dietas, que a 700€ el curso y en San Remo la cosa no sale barata.

Perhaps the most significant phenomena characterising recent armed conflict has been the exponential increase in the use of PMSCs by both state and non-state actors. The appearance of large numbers of these companies in conflict zones, and the perception of their ability to operate with apparent immunity from legal oversight has evoked stiff and often emotional criticism. Recent multi-lateral attempts to seek regulation have brought this debate into sharp focus. This workshop will consider the current phenomena of PMSCs from a LOAC perspective, in particular the status of PMSCs, their control, efforts at self-regulation and state imposed control and specifically what are the implications for military operations posed by the presence of PMSCs in theatres of Armed Conflict.

This workshop is conducted in English. Workshop duration is 3 days.

The Institute Secretariat is focused on facilitating attendance with a dedicated Course Administrator per course who can assist with advice on hotel bookings (including those hotels who offer the Institute preferential rates), visa requirements and all administrative matters associated with our courses. Travel to/from Nice airport and accommodation whilst in Sanremo are the responsibility of each participant.

Workshop/Seminar fee: €700.
These fees cover all tuition, teaching materials, lunch and refreshments on all working days, a diploma, course photograph and Institute plaque. Transfers to/from Nice airport to Sanremo on the basis of a shared shuttle service are subject to an additional fee of €32 each way (€64 return). Whilst at the Institute, participants have access to free internet and wi-fi facilities.

Irak, tras la caída de Sadam Hussein. Carl Robson, un contratista de seguridad estadounidense, es secuestrado por la insurgencia durante el transcurso de una misión. La policía del nuevo Irak quiere convencer al mundo de que puede resolver una situación así y forma un grupo especial de agentes, formado por sunitas y chiítas, para encontrar al americano. Al frente del equipo las autoridades colocan a un ex miembro de la policía secreta de Sadam Hussein, Kassem Homan, un conocido torturador que llevaba años desaparecido. Lo que nadie sabe es que Homan se juega algo más que el prestigio de su país en el caso y está dispuesto a crear un infierno con tal de resolverlo. Nada es lo que parece en una trama donde se mezclan las polémicas compañías de seguridad privadas, insurgentes, terroristas de Al Qaeda, el Gobierno de EE UU y los distintos grupos armados que luchan por controlar el país. Un ‘thriller’ electrizante, con un marcado aire ‘noir’, lleno de acción y giros sorprendentes, donde sus protagonistas intentan sobrevivir en un país en llamas que intenta renacer.
